The Iranian Ministry of Foreign Affairs says Canada’s June 19, 2024 listing of the Islamic Revolutionary Guard Corps (IRGC) as a terrorist entity contravenes international law.
In response, Tehran, today, December 30, 2025, has designated Canada’s navy as a terrorist organization.
The Iranian Foreign Affairs statement states a 2019 Iranian law, passed after the US designated the IRGC as a terrorist organization, authorizes reciprocal action against countries that followed.

The flight was shot down shortly after takeoff from Tehran in January 2020, killing all 176 passengers and crew, including 85 Canadian citizens and permanent residents.
The IRGC, the ideological arm of Iran’s military, admitted its forces downed the jet, but claimed their controllers had mistaken it for a hostile target.
Ottawa broke off diplomatic ties with Tehran in 2012, calling Iran “the most significant threat to global peace” and in 2024 designated the IRGC a terrorist organization.
