Nordic countries and Canada deepening partnerships in trade, technology, energy, defence, and security

To bolster Canada’s Arctic security, defence, and economic partnerships, Prime Minister Mark Carney, travelled to Bardufoss and Oslo, Norway, this week. In Bardufoss, the Prime Minister observed Exercise Cold Response – a Norwegian-led NATO exercise above the Arctic Circle to enhance the Alliance’s readiness, interoperability, and defence capabilities. Prime Minister Carney was joined by the Prime Minister of Norway, Jonas Gahr Støre, and the Chancellor of Germany, Friedrich Merz.

Prime Minister Carney also attended the Canada-Nordic Summit, where he met with leaders from Denmark, Finland, Iceland, Norway, and Sweden to reinforce efforts to strengthen transatlantic security in the North.

We – the Prime Ministers of the Nordic countries and Canada – met in Oslo today, 15 March 2026.

At a time characterised by heightened geopolitical tension, war and a multitude of crises, we are united in the view that international cooperation, based on international law, shared values and interests, remains the best way to strengthen our common security and prosperity.

As democracies and countries committed to the rule of law, human rights, and the territorial integrity and sovereignty of states, we share fundamental values, and strengths.

Finland’s Military Intelligence Review 2026 has been published

The message for 2026 is clear: the security environment is increasingly complex and requires continuous monitoring and foresight. The public overview of military intelligence 2026 notes, among other things, the following:

  • Russia continues its efforts to restore its global superpower status, and the war in Ukraine is ongoing. Russia is continuing its defence reform, but the changes have so far not significantly increased Russia’s military capacity in the vicinity of Finland. Russia’s extensive influence in Europe has increased over the past few years.
  • The shift in power relations in the Middle East has become increasingly evident.
  • The Baltic Sea has become a central point in international politics. Tensions have increased significantly since the beginning of 2022.
  • The global security situation is characterized by a return to power politics and increasing tensions worldwide.

Cargo ship ‘Fitburg’ en route from Russia sabotaged an undersea cable in the Gulf of Finland

A cargo vessel severed an undersea telecommunications cable in the Gulf of Finland on Wednesday, December 31, 2025, around 4:53 a.m. local time. Finnish police said they suspected this was an act of sabotage.

The cargo ship ‘Fitburg’ was en route from Saint Petersburg, Russia to the port in Haifa, Israel when it damaged an undersea cable connecting the capitals of Helsinki, Finland and Tallinn, Estonia. The vessel was sailing under the flag of St. Vincent and the Grenadines at the time of the incident.
